Bitcoin core contributor Karl-Johan Alm said that the new test network is more suitable for integration and highly coordinated, and basically no reorganization will occur unless required by the network operator. It further states that Signet is like Bitcoin, but it is fully centralized, controlled centrally by one or several people, and must be signed together to be effective.
