The results of the blockchain technology and the gradual expansion of the scope of the scene have attracted more and more provinces and cities to join the development blockchain camp. The development of blockchain technology is inseparable from policy support. According to the statistics of CCID Block Chain Research Institute, in the first half of this year, a total of 27 local provinces and municipalities issued 27 relevant policies, proposing to promote the development of blockchain technology and occupy the technical highland.

However, it is worth noting that although relevant policies have been introduced intensively, most of them have been “overtaken”, and the special policy for blockchain is still lacking, and there is no plan for technical supporting facilities.

Guangdong and Shandong provinces become

Compared with previous years, a series of policies related to the blockchain have been introduced in this year, reflecting the increasing emphasis of local governments on blockchain technology. Relevant data shows that in the first half of 2016, the local government issued a blockchain-related policy; in the first half of 2017, this figure was 23; in the first half of 2018, it was 46. In the 20th National Congress of the Communist Party of China in 2019, there were as many as 34 proposals and opinions on the "blockchain" proposed by local representatives, which fully explained people's concern about blockchain technology.

The "Securities Daily" reporter observed that from a geographical perspective, the policies introduced in Guangdong and Shandong in the first half of this year mentioned the most blockchains, all four, which is the most enthusiastic area for the development of blockchain. According to statistics from the CCID Block Research Institute, the “Digital Shandong Development Plan (2018-2022)” issued by the Shandong Provincial People’s Government and the “Zibo Municipal Government of Shandong Province” issued the “Improving the transformation of new and old kinetic energy in the industry”. "Several Policies", the "Implementation Plan for the Pilot Work of the "Wisdom Correction" Construction of the Province issued by the Shandong Provincial Department of Justice" and the "Implementation Opinions on Strengthening the Construction of Digital Government in the City" issued by the Yantai Municipal Government, etc. As a development direction, Guangdong Province also focuses on blockchain technology, innovation technology, industry and application development in the "Notice on Further Promoting Certain Policy Measures for Science and Technology Innovation".

At the same time, with the support of policies, local governments have accelerated the process of blockchain technology. The CCID Research Institute of the CCID Group pointed out in the "Status and Prospects of China's Blockchain Development in the First Half of 2019" that the Xiong'an New District of Hebei Province issued the "Management Measures for Bidding and Bidding of Xiong'an New District Project Construction Project (Trial)" in January 2019. It is required to build a corporate and personal credit evaluation system based on big data and blockchain, and publish the credit information and credit evaluation index of all parties in real time; in February 2019, the Nanxie River Flood Control Project of Xiong'an New District will be released. The construction section design and construction tender notice of the city section pointed out that the project construction content should fully consider the relevant requirements of digitization and intelligence, and should be based on big data and blockchain.

In addition, the Guangzhou Municipal People's Government issued the “Guangzhou Deepening Commercial System Reform Implementation Plan” in February 2019, and used blockchain technology to promote the commercial registration confirmation system, “blockchain+commercial services” and “full capacity deficiency” in the commercial system. Less special policy support

Content is still in the exploration stage

Regarding the role of local support policies in the development of blockchain, Yu Jianing, the president of the National University of Fire and Money, and the director of the Industrial Economic Research Institute of the former Ministry of Industry and Information Technology, said to the Securities Daily reporter that on the one hand, it can be enhanced by affirming the value of the blockchain. The confidence of blockchain entrepreneurs enhances their enthusiasm for innovation and entrepreneurship; on the other hand, blockchain technology is at an early stage of development, and some places give policy incentives for real estate in blockchain projects. For emerging companies, upfront funding support It has an important supporting role in promoting the results of the blockchain; once again, it accelerates the process of product landing. The support of local policies will help open blockchain application scenarios, help traditional enterprises to deepen their understanding of blockchain technology, dispel concerns about blockchain technology, and thus have a positive effect on blockchain projects opening up the industrial chain.

However, although the blockchain support policies are intensively introduced, the special policy support is less, and the content is still in the application exploration stage. According to the analysis of the CCID Research Institute, the overall trend of the blockchain policy in the first half of 2019 is good, but in the 27 policies involving blockchain, only Fuzhou, Fujian Province issued the “Promotion of Printing and Accelerating the Fuzhou City Block”. The special policy for blockchain development in the Notice of Three Measures for the Development of Chain Industry, and other local governments are related to the blockchain policy documents.

According to the CCID Research Institute of the CCID, “This shows that in the development of blockchain, there are fewer special policies for blockchain in local government policy documents, and the development of blockchain in the policy documents is still in the application exploration stage. With the support of special policies, there is no planning for supporting facilities, and there will be no safeguards in the development of blockchains."
