On August 9, the State Internet Information Office issued a notice stating that Article 9 of the Regulations on the Management of Blockchain Information Services issued by the State Internet Information Office clarified that “blockchain information service providers will develop new products, new applications and new functions. In accordance with relevant regulations, it shall be reported to the Internet Information Office of the State, the province, the autonomous region or the municipality directly under the Central Government for safety assessment." In order to implement the requirements and guide the relevant enterprises to carry out safety assessment work, the relevant requirements for safety assessment are as follows:
1. The China National Certification and Accreditation Administration Committee of the State Administration of Markets has established a complete certification system for information security management and information technology service management, and has a number of approved assessment agencies. Relevant enterprises may entrust the above-mentioned qualified assessment agencies to conduct safety assessments, or conduct self-assessment of safety risks on blockchain information services, and jointly publish the "public opinion or social mobilization capabilities" jointly issued by the National Internet Information Office and the Ministry of Public Security. The relevant requirements for the Internet Information Service Security Assessment Provisions are submitted to the Security Self-Assessment Report through the National Internet Security Management Service Platform (www.beian.gov.cn).
2. The National Internet Information Office does not designate or authorize any unit or agency to conduct blockchain security technology testing and security assessment.
