The evaluation results of the China Software Evaluation Center show that the construction of China's digital government has now entered a comprehensive promotion phase. As of November 2019, 10 provincial-level local governments in China have issued and published digital government planning plans. Some localities have made positive progress in the application of new technologies such as big data, artificial intelligence, and blockchain. For example, Zhejiang has created a blockchain electronic bill platform to achieve the “on-chain stamping” of the entire process of electronic bills and improve regulatory efficiency. In addition, the China Software Evaluation Center recommends further accelerating the improvement of the digital government construction system.
