Huang Zhen, Central University of Finance and Economics: At present, China's laws on blockchain are still at the level of departmental regulations

According to China's foreign exchange news, Huang Zhen, the director of the Institute of Financial Law of the Central University of Finance and Economics, said in an interview recently that China's current law on blockchain is still at the level of departmental regulations, that is, the "Blockchain Information" "Service Management Regulations", other documents that prompt risks and clean up and rectify, cannot be regarded as normal management. Other countries in the world have no relevant regulations. Although China uses low-level departmental regulations to guide and regulate the information services of the blockchain, it is already the first relevant legislation in the world. There is no precedent in other countries for this way of using information management systems to file blockchains into regulation. From the current point of view, the legal level can also start from the following aspects: 1. Incorporate blockchain management into the existing legislative field; 2. The central bank, the Ministry of Industry and Information Technology, and the Internet Information Office are leading the development of blockchain-related technical standards. 3. Service standards; 3. China has established the Internet court, a new type of judicial adjudication agency, and actively uses blockchain technology for the application of evidence storage to assist the judiciary in solving evidence problems; 4. Strengthen international cooperation, especially with the development of blockchain technology, Widely applied countries strengthen cooperation, establish international organizations, and form international conventions and rules.
