Strong government demand for on-chain

Lei Qing, Big Data Bureau of Xiacheng District, said that the current government departments are very urgent in applying blockchain. Since the second half of 2019, all parts of the country have been promoting blockchain for urban governance.

After a period of exploration of big data in Xiacheng District, it is believed that the application of blockchain in urban governance is mainly concentrated in the following three aspects.

First, data sharing . At present, the level of data sharing between various government departments is not very high, on the one hand, for political reasons, and on the other hand, the data of various departments are inconsistent. Take the simplest address, for example, the address registered in the Ministry of Public Security is a unit 602, and the unit registered in the Ministry of Civil Affairs may be a unit 602. Only when these two addresses are turned into a trusted and tamper-resistant unique address can data sharing be performed.

Second, government services. At present, Hangzhou is running at most once. Now I have a difficulty. How can I streamline the work materials? How to make the personal identity information in the network environment unique and reliable, blockchain is undoubtedly a good choice.

Third, urban supervision. It is difficult for cities to supervise their business in some aspects because supervision is time-consuming, labor-intensive, and labor-intensive. Regulatory data may not be submitted in real time, or the data submitted may be tampered with. How to make the rewards and penalties made by the regulator be justified, and at the same time, the regulator trusts the data, and the blockchain is also a better application.

Blockchain for blockchain?

After the "10.24 speech", various local government departments acted quickly, and the application of many blockchains in urban governance has been announced one after another. For this phenomenon, people inevitably have a worry about the blockchain for the blockchain.

For example, in terms of urban governance, some time ago, Xiacheng District built an urban brain Xintiandi demonstration area, and applied all the scenes of the urban brain to the Xintiandi area.

During the construction of the demonstration area, when the two hotels in Xiacheng District and Xintiandi cooperated, a pain point was sorted out, that is, the hotel is still manual accounting in the traditional way for disinfection supervision, and there will be inaccurate and supplementary accounting information. Keeping track of the situation is time-consuming, labor-intensive, and not efficient.

For disinfection regulation, there is a need for hotels and market regulators. According to the needs of these two aspects, Xiacheng District uses 5G cameras to capture information and upload the generated result data to the chain to generate immutable data, which solves the pain points of disinfection supervision.


In March 2018, Hangzhou Mobile and Zhejiang University joined with West Lake Street Lingyin Cooperative Economic Cooperative to launch the "Blockchain + Internet of Things" West Lake Longjing Traceability Demonstration Base. The publishers of each application choose different rails to run different trains according to their needs ."

On December 1, 2019, the pilot of BSN to help social governance and the urban brain city platform was launched. The People's Government of Hangzhou Xiacheng District signed a comprehensive strategic cooperation agreement with BSN Development Alliance and Hangzhou Mobile.

Recently, Hangzhou Mobile has frequently dealt with government departments. However, Tong Zhouyou found that the government's demand for on-chain is very strong, but there are still some concerns.

The concerns mainly come from two aspects . First, the original business system has invested a lot of money, and the system is very complete. Is it necessary to use blockchain to transform it? Second, what effect can be achieved after using blockchain to transform business systems?

Regarding this concern, Tong Zhouyou frankly said, "We are now exploring because it is not very convincing at present."

Ruan Xiao expressed concern from another aspect.

Some government data requirements will be kept for a very long time, but the current blockchain companies are basically startups. Startups run the risk of going bankrupt at any time.

"When we are working with some startup companies, even unicorn companies, we also have some concerns, that is to say, with such cooperation, in the future, your company can pat on the buttocks and leave, but I have to continue to operate. How does it work? "

Therefore, Ruan Xiao suggested that for some short-term data, it is no problem to find blockchain companies to cooperate in development. If it is some long-term data, you should save it yourself.

What will happen in the future?

Blockchain is used for urban governance. Although it seems that landing in the government affairs field is more common, urban governance includes not only government affairs but also people's livelihood and industry. At the same time, blockchain is still in its infancy in urban governance and needs to undergo a long period of inspection.

How to understand this sentence? In fact, it can be analogized to autonomous driving.
