Central bank issues technical specifications for financial blockchain: should support regulators' access to the lowest data

Recently, in order to implement the requirements of the "Thirteenth Five-Year Plan" for the development of information technology in China's financial industry and the "Fintech Development Plan (2019-2021)", standardize the application of distributed ledger technology in the financial field and improve the distribution. For the information security guarantee capability of the ledger technology, the People's Bank of China has compiled and formally issued the "Specifications for the Technical Security of Financial Distributed Ledgers", which will be formally implemented from February 5, 2020.

The Code requires that in terms of system supervision, it should support the access of regulatory agencies to meet the requirements of information auditing and disclosure; it should support the regulatory activities of the regulatory authorities, including but not limited to setting up regulatory rules, extracting transaction records, querying on demand, Analyze specific business data, etc .; supervisory agencies should be supported to access the lowest level data to achieve penetrating supervision.
