ETC core developers agree on incorporating EIP-161 into Atlantis hard fork

The ETC core development team announced that on May 30th, ETC core developers said in a conference call on Atlantis system upgrade that all participating core developers reached a consensus on the EIP-161 to be included in the Atlantis upgrade. It is reported that in late September 2016, ETH experienced a DoS attack, resulting in a decline in network performance. Someone can increase the size of the blockchain by creating an empty account. EIP-161 can delete empty accounts at low cost, and deleting empty accounts will reduce the size of blockchain status, thereby improving network performance.
