Today, I mainly report how "blockchain + government affairs" can make a good effect. The report is divided into four aspects: one is the importance of government data, the other is to analyze the role of the blockchain through a specific case, the third is the application of blockchain in Loudi City, and the fourth is the thinking in the practice of blockchain.
Monopoly and closure are the status quo of government data
As far as the volume of government data is concerned, as of 2017, there are 294 prefecture-level cities, 2,851 administrative counties, and 39,888 administrative towns (source: National Bureau of Statistics). At present, the main business of the central and provincial government departments has reached 70% of e-government coverage. Roughly estimated, the national government big data adds up to hundreds or even thousands of Alibaba (100PB) volumes (source: Government Big Data White Paper).
Government data refers to the integration of government-related data into the government business field, empowering government agencies, and improving the effectiveness of government implementation. According to the data attributes, the government data includes:
Natural information categories: geography, resources, meteorology, environment, water conservancy, etc.; urban construction categories: transportation facilities, tourist attractions, residential construction, etc.; urban management statistical monitoring categories: industry and commerce, taxation, population, institutions, enterprises, commodities, etc.; People's livelihood consumption: water, electricity, gas, communications, medical care, travel, etc.
In a report on open government data in 2010, the OECD mentioned that the government's revenue growth through open data is much higher than the income from single-sale data. In fact, we are all in the process of opening up the government, but in this process, the government wants to open but does not dare to open (taking into account the issue of responsibility).
We are in contact with government-related services all the time, and our services are generating data all the time. It should be pointed out that the current government data is monopolized and relatively closed .
How can we open up data and make it commercially valuable, and let the company profit?
From the sharing of real estate information, look at the blockchain application
On November 13, 2018, the country's first real estate blockchain electronic voucher was issued at the bottom. On the same day, Loudi City real estate blockchain information sharing platform was officially launched. This platform is to share all real estate-related equity data and all departments, units and institutions that need to use real estate data through the blockchain system according to their data needs.
Loudi is a prefecture-level city with a population of 4.5 million . On this platform, the total number of users is 154,642 , the total number of houses is 271,224 , the total number of registrations is 290,356 , and more than 700 new real estate registration data are added every day. The platform is still in the process of construction, and the functions that have been realized include real estate information inquiry/verification, remote real estate change, transfer and seal registration, and real estate surrounding supporting information inquiry.

Since the initial launch in November last year, we hope to “link” all departments and institutions that need to use movable data. First, government departments that need data, such as courts, public relations, education, forestry, business and industry departments; second, financial institutions, such as banks, guarantee companies, etc.; third, social intermediary institutions, such as real estate evaluation, intermediary, etc. At present, there is not a prefecture-level city in the country to open data to these institutions , we may be the first.
Of course, I am not a technical one, so I would like to combine this project to focus on what problems the blockchain solves (see the figure below).
First, breaking the data barrier , whether it is Shanghai or Hangzhou, there are problems with government data barriers. This barrier is reflected in the availability and real-time nature of the data.
On the one hand, there is an old saying in China: "I don't suffer from unequalness and suffering from inequality." The government department is worried that "my data is for you, but your data is not for me." The blockchain enables the owner of the data to clearly know the management authority of the data and can see who uses the data. On the other hand, all the nodes of the participants on the blockchain have all the data and share them in real time. This is the two core points that break the data barrier.
Second, the data is more secure . This is for our project. Between the government's intranet and extranet, the private network of the blockchain is deployed. The data of the financial institutions and social institutions is connected through the private network, that is, data fusion. . This point is very important.
A single government data cannot reflect all the latitudes of data in all directions, and there is a characteristic in the intranet: the government's intranet can only be output in one direction, and other data cannot enter the intranet. Through the blockchain private network, the data integration of the government, financial institutions and intermediaries is realized, and the security is ensured through the alliance chain.
The third is the complete preservation of the data. Those who do not have the project may not know that there is a big demand in the government data project: the leading cadres need to be exempted . We are advancing this platform. Some departments are opposed and have done a lot of persuasion work. There is a real case:
Over the decades, the continuous migration or upgrade of the database has caused some errors in the database, so that the director or person in charge of the information office can not explain how "wrong is generated." The blockchain ensures that all information is permanently stored and not falsified, making the responsibility of the business processing department clearer.
Fourth, information is efficiently shared and extensible . For the government platform, the adjustment of business and the change of jurisdiction are very frequent. It is easy to add or delete nodes of the blockchain platform.
Real estate should be the current system with the highest asset bundling in China and a small number of tens of billions of systems.
Blockchain has three unique advantages in government applications:
First, the unique sharing model is conducive to breaking the data islands and barriers , so I won’t go into details here;
Second, data integration is conducive to building a city of integrity. We are at the bottom of the blockchain, the core starting point is to reconstruct urban credit.
The traditional economic structure of Loudi is steel, cement, coal, and electric power, referred to as “stupid, big, black, and rough”. The process of economic restructuring in the past five years has been a strong adjustment, resulting in a large downward trend. At the same time, the outbreak of the non-performing financial crisis in 2014, the rate of non-performing assets rose sharply, banks did not dare to lend, and did not want to lend, leading to finance. The agency questioned the credit of the entire city . Based on this, we want to build a secure city, the bottom of the real estate blockchain sharing platform, one of the important inventions is the blockchain electronic voucher, the additional information amount far exceeds Tencent's blockchain invoice.
The third is the cross-domain optimization process, which greatly enhances the government's service efficiency and the people's sense of acquisition . Now the nation's "Internet + government affairs" only solves the work of government affairs in simplifying the examination and approval and shortening the process, without considering that the service system of this society is comprehensive. For example, in the registration process of real estate, the domestic can control all the procedures within 5 trading days, and the bottom can be 6 hours. This is not important, the important thing is that
If you have a house of 1 million (500,000 loans), you have to sell 2 million to me, and I don't have so much cash, I need to borrow 200,000 to buy your house. This process involves three government processes, first repayment, decommissioning, then transfer, and finally mortgage. The first two processes belong to the services of financial institutions, especially when it comes to services in different industries. Moreover, after the transfer of the house, the water company will run once in the future, the power company will run once, the gas company will run once, and the water and electricity transfer will be handled separately. This is the case all over the country.
After this platform is integrated with financial institutions, all the processes such as selling repayments and buying home loans are handled in parallel through smart contracts . The blockchain electronic voucher is used to solve the problem of transfer of water, electricity and gas. The previous government process was 15 days, plus two banks, a total of 30 days, we now want to control within 5 working days.
In fact, the application of blockchain in the field of government is far more than what we have seen, and it is not so difficult . Just need us to think about this. Loudi is developing deployed blockchain scenarios and products :
1. Blockchain electronic license service platform; 2. Blockchain financial data comprehensive service platform;
The data of the government, financial institutions, social intermediary organizations, and enterprises are compared with each other to enhance the transparency of SMEs and reduce the risks of financial institutions.
3. Blockchain food and drug safety application platform; 4. Blockchain medical insurance one-stop integrated platform;
By creating data on medical insurance, hospitals, medicines and other systems, we can achieve the goals of medical insurance, fee reduction, hospital savings, and medical cost reduction, while at the same time obtaining benefits from the pharmaceutical supply chain. The income of Loudi Hospital is 8 billion yuan, of which 3.5 billion is used for medical procurement.

The first city in Nanjing to propose sports scores, unfortunately, the incentive mechanism for points is not perfect. We hope to establish mutual recognition of sports lottery public welfare and fitness points, and at the same time introduce reward, quiz and sports talent distribution mechanism.
The correct way to open three "blockchain + government affairs"
The following picture is the concept of the development of the Loubu blockchain industry. It was originally proposed in December 2016. It is necessary to build a national-level blockchain research and application demonstration zone. The reporting work was very difficult, and it was reported for five months before and after. Looking back now, the bottom of the blockchain is fast, thanks to a lot of reporting work in the early stage . Of course, the importance of leadership is also very important.
Time proves that my idea is a success. I spend a small sum of money to do big things. Loudi is a relatively poor prefecture-level city. We can't come out like Nanjing and Hangzhou. At that time, I proposed four ideas on how to do blockchain.
The first is to change the project for the open scene; the second is that the government promotes product replication and forms industrial development; the third is to speed up the iteration of data application products. We help to run the business model, sell money, complete productization in the local market, and finally go out. The fourth is the "fund + investment" two-wheel drive.
Finally, the correct way to open the "blockchain + government affairs", I hope everyone will bring it to the whole country.
