According to COTI, users without a bank account can open an online account on Blue Cellular and deposit cash at a local retail outlet to receive the equivalent currency, Blue Rand, which is linked to the South African Rand. Blue Cellular focuses on rural Africa, which claims to have a user base of 5 million.
