Blockchain empowers community-based epidemic prevention

In this severe new-type coronary pneumonia prevention and control fight, in addition to the frontline medical staff, the grassroots communities are also an indispensable backbone. Not only do they have to register the returnees and foreign visitors in their jurisdictions, monitor the real-time health status of everyone in each household, but also provide the necessities of life for the isolated people, a huge workload can be imagined. Fortunately, blockchain technology has finally brought value to this matter and brought convenience.

Help the community to prevent epidemics and serve 20,000 people

On February 3, the "Smart Pro 2" platform was launched and landed in 20 communities in Shanghai Linfen Street, serving more than 20,000 people, involving 688 merchants and 3000-5000 returning workers. The platform is based on blockchain technology, uses electronic signatures and back-end certificate storage, and has the characteristics of being tamper-resistant. It currently includes five major functions: mask appointment, return registration, health check-in, visitor registration, and community care.

First of all, the original need to touch the pen and paper became “non-contact during the whole process”. Within 5 minutes of the platform going online, 1,200 households realized online appointment purchase of masks, reducing the risk of cross-infection caused by residents in queues to purchase and receive masks.

Second, the platform saves time and improves efficiency for grassroots cadres. It used to take an average of 15 minutes for the resident cadres to fill out the statistical form. Now it can be easily generated in 1 second. Those who have returned to Shanghai to register as long as they show the registration page to the doorman can pass, reducing repeated inquiries and effectively improving the efficiency of investigation.

Finally, the system integrates all kinds of scattered data to form "big data". The neighborhood committee can pay attention to families who have not returned after the holiday, and formulate a personnel inspection plan, which is targeted and effective. In addition, after the data is uploaded, the behavior trajectory can be clearly displayed. After a large amount of data is accumulated, the epidemic situation can be displayed.

It is reported that the platform was supported and assisted by the Institute of Smart Cities and Electronic Governance of the School of Economics and Management of Tongji University in the research and development and design process, and was constructed by Shanghai Youyi Information Technology Co., Ltd.

Advantages and Prospects of Blockchain Empowerment

Professor Zhou Xianghong, Institute of Smart Cities and Electronic Governance, School of Economics and Management, Tongji University, told Babbitt that blockchain technology empowers grassroots governance has four advantages:

1. Blockchain-based technology has the advantages of behavior-level storage, trusted data, and digital identity privacy protection; 2. Collaborate with heterogeneous systems of multiple organizations to achieve business collaboration across agencies and business systems; 3. Convenient management Departments carry out inspections and audits of internal data sharing; 4. Provide effective technical means and management mechanisms for the open sharing, auditing, supervision, and management of internal data in government departments.

So many users upload critical information, how to achieve privacy protection? Faced with my concerns, Zhou Xianghong answered:

"The platform is designed from three aspects of data collection, storage, and use. First, the platform has set permissions for data collection and management. Managers with different permissions have different levels of visibility to the data. Second, data storage uses trusted third parties. The cloud storage platform adopts encrypted transmission and encrypted storage in data transmission. The third is to adopt multi-tenant system and user role access control to separate data from different communities and ensure independent ownership of data between different communities. "

At present, most communities are facing a return journey, a peak of resumption of work, and the same problems. If non-contact, one-stop, one-stop services can be implemented, cross-contamination can be reduced, pressure on residents' grass-roots cadres, and a large amount of data must be protected in privacy When used, will provide the basis for scientific decision-making. This system can be deployed on the cloud to serve multiple communities in the form of SaaS.
