The government work report is an important window for insight into the government's work trajectory and trends. The provincial and municipal two associations of the country have ended a year ago. PANews took stock of the relevant content of the blockchain in the 2020 government work report of 31 provinces and municipalities in mainland China, and reviewed 2018. The relevant content of the blockchain in the government work reports in 2015 and 2019 provides a reference for the timely and effective implementation of the blockchain project in various provinces.
21 provincial and municipal government reports involving blockchain
The heads of 21 provinces, municipalities and autonomous regions, including Beijing, Shanghai, Guangdong, Tianjin, Hebei, Fujian, Guizhou, Qinghai, Gansu, etc., mentioned in the government work report that the two sessions ended in late January this year. . Compared with only 3 provinces and cities (Yunnan, Fujian, Chongqing) in the same period of 2019, and 1 province and city involved in the "lonely" state of the blockchain in 2020, 2020 can be described as "the trend of Liaoyuan", and the number has increased sharply by 6 Times. There is no doubt that this is closely related to the statement that the Chinese government supports in October 2019.
According to public information, within one month since the blockchain was identified as an important breakthrough in core technology independent innovation, the provincial party committee secretaries of 11 provinces including Zhejiang, Gansu, Heilongjiang, Anhui, and Hubei, etc. The development of block chain technology and industry made special speeches and instructions. The 21 government reports in the two conferences mentioned that block chain is a further response to and refinement of the highest leadership directives at the national and local levels.
Significantly improved status and diversified application directions
In terms of keywords, compared with the "smart industry chain" and "digital economy" of the blockchain in 2018, the "digital economy", "developing a new industrial economy", and "promoting blockchain technology innovation" in 2019 With relatively general and vague statements, the status of the blockchain in the 2020 government report has significantly improved, the related expressions have become clearer and more specific, and the application directions have also been significantly diversified.
"If artificial intelligence is compared to productivity, blockchain is a production relationship." This discussion by Xiao Feng, chairman of Wanxiang Blockchain, is widely recognized in the industry, and the expressions in local government work reports are also quite recognized. This discussion.
Among the 21 provinces and cities, a total of 11 provinces and cities have juxtaposed the blockchain with artificial intelligence, the Internet of Things, big data, cloud computing, 5G and other technologies, as an important starting point to promote the local digital economy construction / cultivation of strategic emerging industries.
Many provincial and municipal government reports have obvious "blockchain +" thinking, combining blockchain technology with a specific scenario.
For example, some provinces and cities are closely following the theme of the “comprehensive fight against poverty in 2020” and combining the blockchain with the issues of agriculture, rural areas, and farmers: The Jilin Provincial Government report proposed that blockchain technology should be explored in social credit, traceability of agricultural products, and special supply chain management. In the field application, encourage the promotion of technological innovation and the integration and development of related industries; the Shanxi Provincial Government report proposes to explore the blockchain + industrial application demonstration and use the blockchain to help rural revitalization.
In addition, some provincial and municipal government reports have strong regional characteristics related to blockchain. For example, in the government report of Gansu Province, the basic blockchain platform "Digital Gansu, Ruyi Chain" created by the province was mentioned, emphasizing the need to accelerate the expansion of non-ferrous metals, cultural tourism, channel logistics, and intellectual property; as in traditional manufacturing The strong city of Tianjin has included blockchain as a technology company and plans to expand manufacturing, emphasizing the cultivation of a number of emerging industrial clusters such as artificial intelligence, network security, big data, blockchain, and 5G.
Blockchain + government affairs has the strongest implementation, and is supported by real money
PANews combed and found that from the expression of the government report, the blockchain mostly stays at the level of planning and development, with few specific landing cases, and the scenario of blockchain + government affairs is the highlight.
In terms of quantity, there are 4 provinces and cities that emphasize blockchain + government affairs: Fujian, Gansu, Jiangxi, and Beijing, accounting for about 1/5 of the list. From the perspective of specific projects, Fujian's "on-chain government affairs" and Jiangxi's "Ganfutong" have already been promoted, and are "flagship projects" for the local government to improve government services.
Beijing and Gansu's blockchain + government-related projects have completed the bidding process, PANews has also previously reported (click to read: Chinese government's blockchain "shopping list" ), Beijing's "big data action plan" under the district For the relevant part of the blockchain, at the price of 3.1 million yuan on March 1, 2019, Huawei won the bid to start project construction; Gansu's "Blockchain technology-based guide service and tourism product sales trusted platform" project, in 2018 On November 7, 2014, Gansu COSCO Tiancheng Management Consulting Co., Ltd. won the bid for 1.98 million yuan.
In addition to government work reports, there are also blockchain operations.
Although some local governments did not mention blockchain in their work reports this year, this does not mean that local governments are absent from the blockchain. On the contrary, the competent information technology authorities in several provinces have issued many practical policies to support the development of the blockchain.
For example, the Kunming Industry and Information Technology Bureau of Yunnan Province published "Several Policies to Support the Development of the Digital Economy (Trial)" (Consultation Draft) in October 2019, and proposed to support enterprises around smart cities, future communities, subways, high-speed rail, etc. Construction of major projects, development of demonstration applications of blockchain, the Internet of Things, etc … Implementation of new digital economy technologies, new products, new business models and new model demonstration projects that have a significant effect on the local industry A subsidy of up to 10 million yuan will be given at 20% of the investment.
Another example is the Heilongjiang Industry and Information Agency. In November 2019, it was open to the province to openly collect typical application cases of blockchain in industrial and social life scenarios. At the same time, it organized relevant units to conduct special study and research on blockchain technology and development applications.
It is more typical in Zhejiang Province.Although the province did not mention blockchain in the government reports from 2018 to 2020, in fact, it has issued a lot of industry support policies, including policy tolerance, support strength, and flexibility. In the forefront of the country, many well-known companies in the blockchain industry have also been bred.
