Issuance of Three-Year Action Plan for Metaverse Industry (2023-2025)

Introduction

In order to implement the spirit of the 19th National Congress of the Communist Party of China and the deployment of the 14th Five-Year Plan and the Long-Range Objectives Through the Year 2035, and to accelerate the cultivation of new tracks and new advantages in future industries, the Ministry of Industry and Information Technology, the Ministry of Education, the Ministry of Culture and Tourism, the State-owned Assets Supervision and Administration Commission of the State Council, and the National Radio and Television Administration jointly issued the “Three-Year Action Plan for Innovative Development of Metaverse Industry (2023-2025)”, with the main goal of building an industrial metaverse and empowering the manufacturing industry. It is driven by the integration and innovation of new generation information technology, and proposes 14 key tasks in five aspects, including the construction of advanced metaverse technology and industrial systems, the cultivation of three-dimensional interactive industrial metaverse, the creation of immersive interactive digital life applications, the construction of a comprehensive industrial support system, and the construction of a secure and trustworthy industrial governance system.

Three-Year Action Plan for Innovative Development of Metaverse Industry

(2023-2025)

The metaverse is an immersive interconnected space where digital and physical worlds interact. It is the future industry of integrated innovation and application of new generation information technology, and it is the advanced form of integration between the digital economy and the real economy. It is expected to lead the development of the next generation of the Internet through the mutual promotion of the virtual and the real, accelerate the high-end, intelligent, and green upgrade of the manufacturing industry, and support the construction of a modern industrial system. At present, the global metaverse industry is evolving rapidly. In order to seize opportunities, guide the healthy, safe, and high-quality development of the metaverse industry, and provide strong support for the construction of a manufacturing power, a network power, and a cultural power, this action plan is formulated.

1. Guiding Ideology

Guided by Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, comprehensively implement the spirit of the 19th National Congress of the Communist Party of China, fully and accurately implement the new development concept, accelerate the construction of a new development pattern, organically integrate the implementation of the strategy to expand domestic demand with the supply-side structural reform, with the main goal of building an industrial metaverse and empowering the manufacturing industry, driven by the integration and innovation of new generation information technology, guided by the application demand of the symbiosis of the virtual and the real, and taking the cultivation of new technologies, new products, and new models of the metaverse as the starting point, give full play to the role of a capable government and an effective market, coordinate development and security, plan systematically, promote engineering, and industrialize, and promote the high-quality development of the metaverse industry.

2. Basic Principles

Adhere to innovation-driven. Release the integrated innovation power of the metaverse and promote the cross-border integration and development of related technologies. Adhere to the balanced development of addressing weaknesses and cultivating strengths, accelerate key core technological breakthroughs in the metaverse, and promote the accelerated transformation of the industry towards high-end.

Adhere to scenario-driven. Explore metaverse application scenarios, use scenario construction to drive the landing application of metaverse technologies and products, and form a high-level development situation of demand-driven supply and supply-driven demand.

Adhere to integration and mutual promotion. Grasp the characteristics of the integration of the virtual and physical worlds in the metaverse, build a virtual mapping of the physical world, stimulate the empowering, superimposing, and multiplying effects of digital technology, and enhance the productivity of the digital space and the physical world.

Adhere to security and reliability. Coordinate development and security, strengthen policy guidance and standard leadership, and promote the construction of the metaverse governance system. Build a solid industrial foundation, enhance the resilience of the industrial chain and supply chain, and improve security capabilities.

Adhere to openness and collaboration. Deepen international exchanges and cooperation, actively participate in international governance, and achieve mutual benefit and win-win results. Strengthen industry-university-research cooperation, effectively allocate resources, and promote the deep integration of the innovation chain, industrial chain, capital chain, and talent chain.

3. Development Goals

By 2025, breakthroughs will be achieved in metaverse technologies, industries, applications, and governance, making it an important growth pole of the digital economy, with a large-scale and well-structured industry, a sound technological system, and further consolidation of the industrial and technological foundation, reaching the advanced level in the world in terms of comprehensive strength. Cultivate 3-5 globally influential ecological enterprises and a group of specialized, refined, and innovative small and medium-sized enterprises, and create 3-5 industrial development clusters. The development of industrial metaverse will begin to show results, creating a number of typical applications and forming a number of benchmark production lines, factories, and parks. Typical software and hardware products of the metaverse will achieve large-scale application and form a number of new businesses, new models, and new formats in the fields of life consumption and public services.

In the long term, major breakthroughs will be made in the key core technologies of the metaverse, forming a globally leading metaverse industrial ecosystem. Build a mature industrial metaverse and explore a new model of manufacturing industry growth with virtual and physical worlds mutually promoting each other. Build a pervasive, universal, and non-perceptive metaverse space to promote the overall upgrading of human production and lifestyle. Form a safe and efficient metaverse governance system and create a healthy and sustainable industrial development environment.

4. Key Tasks

(1) Build advanced metaverse technologies and industrial systems

1. Strengthen integrated innovation of key technologies. Strengthen the integrated breakthroughs of new generation information technologies such as artificial intelligence, blockchain, cloud computing, and virtual reality in the metaverse, promote the layout of metaverse key technologies such as intelligent generation algorithms, distributed identity authentication, and data asset circulation in national major science and technology projects. Develop key basic software, develop operating systems and middleware for the metaverse, and break through modeling software, rendering engines, physics simulation engines, and immersive audiovisual codec engines, and build a one-stop metaverse development platform. Break through high-end electronic components, accelerate the research and innovation of graphics computing chips, high-end sensors, acoustic components, optical display devices, and other basic hardware.

2. Enrich the supply of metaverse products. Expand the entry of the metaverse, accelerate the scale promotion of immersive display terminals such as XR headsets and naked-eye 3D, enrich metaverse applications based on mobile phones, computers, televisions, and other terminals, support the research and development of cutting-edge products such as brain-computer interfaces. Innovate digital human and virtual space development tools and components, promote the convenience, refinement, and intelligence of digital human production, and promote products such as virtual conference rooms, exhibition halls, business halls, and social spaces. Cultivate intelligent content generation products such as writing, painting, and composition. Develop ultra-immersive products such as holographic real-time communication and 3D panoramic maps.

3. Build a collaborative development industrial ecosystem. Focus on cultivating leading metaverse enterprises and specialized small and medium-sized enterprises, create industrial innovation alliances, and build an ecosystem for the integrated development of large, medium, and small enterprises and collaborative innovation in the upstream and downstream of the industrial chain. Encourage local areas to combine their industrial foundations, build a batch of metaverse innovation application pilot areas, science and technology parks, and industrial parks, and construct specialized metaverse industry clusters. Support the establishment of metaverse open-source communities, encourage users to actively participate in metaverse technology innovation and content production, and establish a sound new mechanism, new model, and new format for digital content circulation.

(II) Cultivate an industrial metaverse with three-dimensional interaction

4. Explore and promote the metaverse transformation of industrial key processes. Build a general model database for industrial metaverse infrastructure and create high-precision, interactive industrial virtual mapping spaces. Build an industrial metaverse simulation design and verification platform, layout production process applications, and enhance the effectiveness of the design stage and the efficiency of the production stage. Explore new models of metaverse-based production line operation and maintenance and product testing, strengthen predictive maintenance, and improve the efficiency and quality of operation and maintenance testing. Create marketing platforms and virtual training systems based on the industrial metaverse to provide immersive sales and training environments.

5. Accelerate the layout of industrial metaverses in key industries. For discrete manufacturing industries such as home appliances, automobiles, ships, aerospace, major technical equipment, and electronic information manufacturing, accelerate the realization of cross-industry collaboration based on the industrial metaverse. Build a mechanism model library for key industries and develop personalized life cycle management systems for different products. For process manufacturing industries such as steel, textiles, and power, promote the application of the industrial metaverse in key scenarios such as material formulation optimization and process simulation and strengthen predictive service capabilities such as process scheduling, material calculation, and material tracing.

6. Explore innovative application models for the industrial metaverse. Build an industrial metaverse digital identity management platform and construct a full-link trustworthy identification service system. Accelerate the transformation of industrial data elements into assets, build an industrial data asset service platform, and explore mechanisms for industrial data rights confirmation, pricing, trading, and circulation. Explore supply chain finance application models and provide supply chain finance services based on assets and equipment, order data, etc. Break through the data barriers of various links in the industrial chain and supply chain, and create three-dimensional, virtual-real integrated applications for dynamic monitoring, early warning, operation, and decision-making. Innovate and research industrial metaverse application evaluation methods and establish a hierarchical and classified maturity assessment system.

(III) Building Immersive Interactive Digital Life Applications

7. Promoting immersive interactive consumer scenarios. Building a cultural and tourism metaverse, providing digital collections, digital guided tours, XR guides, and other products and services for cultural venues, tourist attractions, neighborhoods, and festive activities. Creating new forms of digital performing arts and “cloud tourism”, and constructing immersive smart cultural and tourism experience spaces. Constructing three-dimensional models of goods, digital shopping assistants, and virtual malls to enhance the immersive shopping experience. Accelerating the application of the metaverse in the broadcasting and television field, promoting the establishment of a program production and broadcasting system in the form of the metaverse, establishing virtual production and virtual-reality integration tools and public service platforms, promoting the iteration and innovation of program production tools, creating a new model for future television, enhancing media service capabilities, and enriching the spiritual world of the people.

8. Creating integrated virtual-reality public service scenarios. Accelerating the application of digital customer service, real-world navigation, and other technologies in government services, and constructing an integrated metaverse government service system for the public. Promoting the application of digital twin technology in the power industry, constructing a comprehensive, all-time digital twin power grid, promoting the metaverse transformation of power companies, and improving power supply services. Promoting the construction of virtual classrooms, virtual laboratories, and other educational environments, encouraging the sharing of virtual simulated experimental training resources through platforms, and expanding the coverage of high-quality educational resources. Actively and prudently promoting clinical research on technologies such as digital twins, supporting metaverse companies in strengthening research and development cooperation with medical institutions.

9. Supporting emergency security scenarios with smart security. Promoting the innovative integration of the metaverse with emergency management in areas such as natural disaster warning and forecasting, supervision and law enforcement in high-risk enterprise parks, disaster accident prediction and simulation, and emergency rescue and disposal. Exploring the application of virtual-real integrated digital flood zones, virtual hazardous chemical parks, digital mines, disaster accident simulation and other scenarios to provide support for precise monitoring, intelligent warning, precise control, and scientific rescue. Building real-time monitoring and immersive mapping smart cities, empowering key scenarios such as security prevention and network diagnosis, and enhancing urban governance efficiency.

(IV) Building a Systematically Complete Industrial Support

10. Improving the industrial standard system. Conducting research on the metaverse standardization roadmap, establishing a metaverse industrial standard specification system, comprehensively sorting out the standardization needs of the metaverse industry chain, and promoting the formulation of standards and specifications in a graded and classified manner. Organizing the formulation and pre-research of national standards, industry standards, and group standards around basic commonality, interconnection, security and trustworthiness, privacy protection, and industry applications. Encouraging various application industries to promote the formulation of standards in specific areas. Carrying out extensive standard promotion and dissemination to promote the implementation of standards. Promoting the construction of metaverse standardization organizations and encouraging the industry to actively participate in international standardization work.

11. Enhance innovation support capabilities. Support the construction of key laboratories in the metaverse, innovation centers in the manufacturing industry, content production bases, and other carriers. Strengthen basic technology research and accelerate breakthroughs in common technologies. Build a metaverse pilot platform, strengthen the testing and verification capabilities of new technology products, and accelerate the industrialization of outstanding achievements. Construct a metaverse product evaluation and testing system to improve the quality of metaverse products and services. Improve the intellectual property protection system of the metaverse and provide high-quality and specialized intellectual property services. Guide financial capital to support the development of the metaverse, promote tax reduction and fee reduction policies that lean towards industries related to the metaverse, and create a healthy and sustainable environment for industry-financial cooperation.

12. Build first-class infrastructure. Build new networks such as 5G-A/6G, gigabit optical network/10-gigabit optical network, FTTR, satellite internet, etc., to meet the application requirements of high-speed, low-latency, and all-domain coverage in the metaverse. Build new types of computing power that integrate cloud and edge, algorithm and network, intelligent scheduling, and green and low-carbon, to provide computing power guarantee for the high fidelity and real-time interactive freedom of the metaverse. Develop metaverse trust infrastructure, pilot decentralized scene applications, and support the demand for trusted storage in the metaverse. Build a comprehensive management platform for metaverse infrastructure to achieve distributed coordination of computing, storage, and communication capabilities, and improve operational efficiency and reliability.

(V) Build a secure and trusted industrial governance system

13. Improve the collaborative governance mechanism of the metaverse. Continuously improve metaverse policies and regulations, strengthen the tracking and judgment of metaverse risks, and build a governance system with departmental collaboration and social participation. Clarify the functions of the regulatory authorities in the metaverse, improve rules and procedures for content review, risk disposal, and violation handling. Conduct ethical research on the metaverse, and integrate mainstream values and ethical requirements throughout the entire process of technology research and application. Strengthen self-discipline in the metaverse industry, enhance enterprise compliance capabilities and awareness of social responsibilities, and strengthen the responsibilities of market entities. Strengthen social supervision, prevent excessive speculation of concepts, and ensure fair and healthy development of the industry.

14. Strengthen security capabilities. Strengthen research on metaverse security technologies, conduct regular security risk assessments, and establish mechanisms for handling security risk incidents. Guide metaverse companies to strengthen information security management, establish and improve mechanisms for monitoring, identifying, and disposing of illegal information, curb the spread of false and harmful information, and effectively prevent illegal activities such as online fraud. Establish a metaverse data governance framework, strengthen data security and exit management, regulate the collection, storage, and use of user information, and enhance data security governance capabilities and the protection level of personal information.

5. Security measures

(1) Strengthen overall coordination. Coordinate various departments to strengthen policy coordination in industries, innovation, finance, regional development, and other areas, and promote the development of metaverse technology, standards, and governance systems. Deepen cooperation between the central and local governments, encourage local governments to formulate targeted and actionable policy measures based on their actual conditions, optimize industrial layout, and promote metaverse technology innovation and industrial development based on local conditions.

(2) Optimize talent cultivation. Support higher education institutions in strengthening the cultivation of professionals in metaverse-related disciplines, promote closer collaboration between industry, academia, and research, encourage enterprises to collaborate with universities and research institutions in talent cultivation, support the establishment of metaverse technology skills training bases, and enhance the supply of high-level talents. Increase efforts to attract high-level talents from overseas in the integration and innovation of new generation information technologies such as artificial intelligence, blockchain, and virtual reality. Select and support a group of high-level management, technical, and skilled talents in the metaverse-related fields, and enhance the talent aggregation capacity of enterprises.

(3) Deepen international cooperation. Actively participate in the formulation of international governance rules and standards for the metaverse, and promote the establishment of a multilateral, democratic, and transparent international governance system for the metaverse in line with China’s principles of internet governance. Ensure the alignment between international metaverse governance rules and domestic regulations, and enhance the internationalization level of domestic metaverse enterprises. Strengthen international exchanges and cooperation in the metaverse, gather global innovation resources, expand international market applications, and promote mutual promotion between domestic and international circulations.
