The "Guiding Opinions on Deepening the Promotion of Examination and Approval Services" issued by the State Council Office last year clearly stated that the information islands should be broken, the types, standards, scope and processes of information sharing among various departments should be clearly defined, and the sharing of government affairs information and communication should be accelerated.

In recent years, Beijing has made full use of technologies such as big data and blockchain to open up two areas of government service and public service, promote information sharing, speed up the operation of one network, and let data run more and the masses run less errands.

On June 17, in the real estate transaction hall of Haidian District, Beijing, after Ms. Wang Ying got the new house, she used the power transfer window of the power supply company to complete the power transfer application in less than one minute. "In the past, after the transfer of the house, I had to go through the electricity transfer. I needed to sell the house and run the power supply company. It’s so convenient to finish it once!" Wang Ying sincerely admired.

Since mid-April, Beijing Haidian District has taken the lead in launching a new measure of “real estate registration + electricity transfer” to enable citizens and enterprises to handle the registration of real estate, which can save electricity and time.

The exploration of the Dianqu District is a microcosm of Beijing's vigorous promotion of “one network through” and the realization of the facilitation and intelligence of government service. According to the Beijing Three-Year Action Plan for Optimizing the Business Environment, by the end of 2019, more than 90% of the municipal and district government affairs in Beijing will achieve “one network management”; by the end of 2020, 100% of the municipal and district government affairs services Realize "one network through".

In the past, I was worried that information abuse would lead to non-sharing, and the formation of “data islands” would affect the efficiency of work.

At the same time as the transfer of houses, the use of electricity transfer has also been done together. It doesn't sound like a particularly difficult thing. Why couldn't it be achieved before?

It turns out that for a long time, due to the fear that data sharing will lead to the abuse of citizen information, and the security risks of data information in the bulk transmission process, not only the data of government departments is difficult to share with the public sector, but also the data sharing among various government departments. There are also challenges, and “data silos” are difficult to get through. "The responsibility of security entities involved in public data collection, aggregation, sharing, and openness is unclear, and there is a lack of operational legal basis for personal privacy protection, which has become a reason for non-sharing and non-opening of various departments." Beijing The relevant person in charge of the Municipal Economic and Information Bureau believes that.

At present, although some areas across the country have implemented the handling of second-hand housing transactions and electricity transfer, in fact, many areas have a simple physical concentration of the real estate sector and the power sector, because the data information is not realized in the background. Sharing, multiple materials still need to be transferred through different departments in the background, it is difficult to truly achieve "one network through".

Dong Wenyong, an associate researcher at the Institute of Law of the Chinese Academy of Social Sciences, believes that in the process of promoting public data sharing, some departments are "unwilling to share" from their own interests, and there are also "unable to share" due to the inconsistency of data standards. "It is necessary to further promote institutional innovation and technological progress to make government services more convenient and intelligent."

As a high-tech innovation center in Beijing, Haidian District has tried to promote the construction of the “Internet + Government Service” system with new technologies and deepen the reform of the administrative examination and approval system. After research, the Haidian District Government Affairs Administration Bureau selected the real estate registration and electricity transfer close to the people's livelihood as a breakthrough, and used the second-hand housing transaction as the subject of the operation, trying to realize the linkage of real estate registration and electricity transfer services.

Blockchain technology accelerates the “one network through” process, bringing more “one-off-one” efficient services

As an emerging technology with high security and mutual recognition of information sharing, blockchain has been widely used in finance, insurance, electronic depository and other fields, and has played a role in efficient data sharing, secure transmission and credit support.

Haidian District decided to apply blockchain technology to the construction of “one network management office” and accelerate the process of “one network management”. “The core of Haidian District's promotion of real estate registration and electricity transfer is the application of blockchain technology to solve the problem of information sharing between government departments and the power sector.” Jiang Bo, deputy director of the Haidian District Government Affairs Administration Bureau, introduced Through information sharing, the two areas of government service and public service will be opened up, so that the people who work will “just run once”. At the same time, blockchain technology can accurately call data that is sufficient to support approval for actual business needs.

The reporter learned that the application of blockchain technology in Haidian District only provides a single transaction information, and the buyers share the property information of the citizens to the power sector after face recognition. “After the launch of the “Government-enterprise linkage, one-stop operation” initiative, electricity transfer and real estate transfer at the same time, customers do not need to provide duplicate information, just sign and confirm in the electricity transfer window, you can successfully handle the electricity transfer, experience ' One sign is an efficient service." Qi Xiaowei, manager of the Beijing-based Haidian Power Supply Company.

State Grid Beijing Haidian Power Supply Company window staff told reporters that before the masses went to a special power supply company to handle the electricity transfer business needs to carry 4-6 kinds of documents, the processing time is 5 working days. “The blockchain technology has opened up data barriers between government services and public services, and it takes no more than five minutes to complete the electricity transfer business.”

It will build a big data management platform at the city and district levels to promote the openness of government information sharing.

From April 19th to May 17th this year, Beijing Municipality collected a demonstration project for big data application for the society. A total of 240 units declared 321 application projects, Haidian blockchain + real estate transaction, Tongzhou “urban brain·ecological environment” A number of projects such as the platform stand out.

"At present, the size and number of enterprises in Beijing's big data industry rank first in the country." Tang Jianguo, director of the Big Data Application and Industry Division of Beijing Economic and Information Bureau, introduced. In fact, Beijing has been promoting the open sharing of government affairs data in recent years. In 2006, it established the first government information resource sharing exchange platform in China. In 2012, it opened the first Beijing government affairs data resource network in the country. In 2015, it took the lead in launching the government cloud construction in the country… …More and more things are realized "one network through", and the efficiency is getting higher and higher.

In 2018, it takes five days to start a business in Beijing, and two to three days in February of this year, and in April, it can be done in one day at the earliest. The applicant can handle the whole process through the “e-wind” city-level enterprise to open an online service platform.

Qin Shijie, a staff member of the Beijing Municipal Market Supervision Administration, said that the platform solved the problem that the applicants in the current business start-up process need to log in and report more, and share data between departments by integrating the online service system that was originally scattered on the websites of various departments. Outstanding problems such as not being timely and serially approved take too long. In addition, cross-department information application is implemented on the data call, the public security demographic information, the court's untrustworthy executor information, and multi-sector credit blacklist information are invoked to achieve effective application in identity verification and credit punishment.

At present, Beijing is further promoting the openness of government information sharing. The Beijing Municipal Public Data Management Measures (Draft for Comment) proposes that Beijing will build a city-level and district-level big data management platform. Currently, 1.15 billion pieces of data are at the municipal level. Big data management platform convergence. "Through data sharing, the transition from 'people's errands' to 'data runs' will be realized, and the effectiveness of government service and people's satisfaction will be significantly improved," said Pan Feng, deputy director of Beijing Economic and Information Bureau.
