As of April 14, 40 application scenarios including Zhongguancun High-tech Enterprise Certification have been implemented. The average reduction of the materials submitted by the clerks is more than 40%, the time limit is 17.5 working days, and the reduction rate is more than 55%.

The initial stage is only used to prove "I am me"

So far, 1621 district-level government services in Haidian District have all achieved material verification using blockchain technology, which is the first in the city.

Keep electronic evidence on the chain, reduce material and run errands

As a pilot area for the application of blockchain technology in government services in Beijing, this year, Haidian District formulated the "Working Program for Deepening the Application of Blockchain Government Services in Haidian District", which was the first in the country to break the blockchain technology on the service The bottleneck of the application, it is deep into the internal link of approval.

Starting from April 7 this year, there are more than 200 data items of 25 types of license materials, including 4 types of national data, 17 types of city data, and 4 types of district data such as business license, marriage information, information for disabled people, and patent certificate information. It is no longer necessary for clerks to provide paper materials, and through the application of blockchain technology, real-time verification is realized on the platform of “One Netcom Office” of Haidian District Government Services.

"Paper materials that need to be submitted by the clerk in the past are directly pulled on the chain, and the electronic evidence is formed to be retained and traceable, and the clerk does not need to submit it again." Hu Yuguo introduced. In the process of processing, information such as name, address, ID card number, business license number, etc., has also achieved "intelligent backfill", no need to fill in manually.

Process reengineering helps maximize effectiveness

In order to maximize the application effect of blockchain technology, Haidian District sorted out and reconstructed the original service process.

Take "I want to open a VR experience museum" as an example. Before applying the blockchain technology in the approval process, the clerk needs to submit 41 materials, and the fastest time is 47 working days. After applying the blockchain technology in the approval process, only 23 materials need to be submitted, and the fastest processing time is only 26 working days.

The past process is: go to the Market Supervision Bureau to get a business license; go to the Housing and Construction Commission to get a construction permit; go to the Health and Health Commission to review the plan drawings and site surveys, and apply for sanitation permits in public places; ; Go to the fire brigade to do the pre-business fire safety inspection; go to the Ecology and Environment Bureau to do the environmental assessment record; and finally go to the Culture and Tourism Bureau to get the business license for the entertainment venue. By the last link, it was found that the business premises were not in compliance, and the front was all errands.

After the process is optimized now, go to the Bureau of Culture and Tourism to reserve on-site services, check whether the venue meets the requirements, and the site is ok, and then go to the industry and commerce to apply for a business license; log in to the online supervision platform of Beijing's fixed asset investment project, and the construction permit and sanitation permit will be run simultaneously. . The renovation has begun, and the site construction and health committees have conducted on-site inspections and parallels. After the materials have been submitted to the comprehensive window, the Haidian District Administrative Service Bureau has also arranged a theme service specialist to help the applicants to do the work without the parties.
